We introduced a policy-driven quota system with real-time enforcement (see datum-cloud/milo#322) into Milo that supports controlling the amount of resources that can be claimed by consumers. An example of using Milo's quota system is available in datum-cloud/datum#79 where we are using it to control the number of projects that can be created by organizations based on whether the organization is a personal org or a standard org.
